1.) If you want a PC and PSP compatible mod then it is best to work with the PSP as the main platform (as it has the most limits) But in theory, yes it would be cross compatible to the PSP. (It may not run as well, but it is possible. Once again, it is all about the PSP's limits.)
2.) I do not remember this right off hand, but just get a program that will let you go throught the paks. It would also help a little to read up on modding quake pak files just to understand the basics. (such as programs to use.) QuArK (Quake Army Knife) is a combo program that can deal with most files that quake uses. It is also a mapping program for a good couple games, here is the site
http://quark.sourceforge.net/. Most people will tell you to use worldcraft with the quake adapter though.)
3.) The quake engine is GPL licensed and thus all mods using the engine are required to be open source (the engine itself that is. I am not sure if that applies to the qc, though I don't think so. And the assets, custom .maps and .wads, don't have to be released if you don't want them to be.)
